Why Most PDF Redaction Is Dangerously Insecure
The fundamental problem with naive redaction (using annotation tools to place black rectangles) is that PDF annotations are separate layers from the actual page content. The text exists in one layer, and the black rectangle exists in another layer on top of it. These layers can be independently manipulated. A technically savvy person can simply delete the annotation layer, revealing all the "redacted" text beneath it. Copy-pasting from the area also extracts the hidden text. This is why true redaction must destroy the underlying content, not merely cover it visually.
